2008-Current  Dean and Director of Research/Administrator of Extension, School of Agriculture and Consumer Sciences, Tennessee State University, Nashville, TN 37209

Duties and Responsibilities:

• Provides vision and dynamic leadership to the School of Agriculture and Consumer Sciences (SACS)’s land-grant mission; leads and represents the academic departments within the School, the Institute for Agriculture and Environmental Research (IAgER), and the Cooperative Extension Program (CEP).

• Administers and provides leadership within the Tennessee State University on all SACS research, extension, and outreach, academic programs, and financial affairs. Works closely with the senior university administration including deans of the other colleges of the university.

• Is responsible for the programmatic leadership of the School and for the hiring, and placement of faculty, and budget management.

• Represents SACS to external constituents in Tennessee and on national and international levels.

• Works with appropriate university officials and Tennessee legislators and congressional delegation and other members of congress to support the science and education budget of USDA and other science departments.

• Secures private endowments and increases extramural funding.

 

Key Accomplishments:

• Restructuring: Restructured the School of Agriculture and Consumer Sciences mainly to integrate research and extension with academics. A new strategic plan was developed that envisions new academic programs to respond to the needs and opportunities of the 21st century in Agbiosciences, a new vision for research and extension programs, new expectations for faculty and students. A new Business Office was created to manage and streamline School’s operations including personnel, finances, construction, repairs, and management of facilities. In 2010, the School had about 140 employees.

• Enrollment: The student enrollment has doubled in two years to 520. The graduate student enrollment in the department of agricultural sciences multiplied by an astonishing nine fold to 99. To attract elite students into agricultural sciences, a Dean’s Scholars program, a summer internship program for high school students, and graduate research assistantship program have been initiated.

• Research: Faculty Focus Groups were created to develop a new vision for research in national priority areas such as biofuels, food safety, environmental sustainability, etc; hired new research faculty to develop research programs in each of the national priority areas. Faculty productivity goals and standards were developed; the new standards emphasize scholarship, creativity, securing external grant funds, publications, and excellence in teaching. Research faculty are now given the responsibility to advise thesis research for graduate students and to mentor undergraduate students.

• Extension: Hired several new extension faculty and agents which helped double the county operations in a short period of time. This strategy has been helping expand the overall outreach of the Cooperative Extension Program to stakeholders by several-fold. Also, a close partnership has been developed with the University of Tennessee and the County governments to improve effectiveness of TSU’s outreach efforts.

• Funding: Faculty applications for external funding have been steadily climbing with positive results. Per example, in 2010, the school received $2.9 million through the Capacity Building Grants (CBG) Program of the USDA; the highest dollar amount the school has ever received under this category of funding.

Also, realized significant increases in state matching funds; by $824,000 in 2009 and $1.5 million in 2010. This is the first time the state of Tennessee met its federal obligation of matching agricultural research and extension formula funds by 100%!

• Facilities: To accommodate the rapid growth in students and faculty, physical facilities of the School have been refurbished and remodeled and plans for constructing new laboratory and teaching facilities, green houses, and a new biotechnology building have been developed. The main campus research station is being modernized under a Phase 1 plan. The School’s website has been revamped and updated on a regular basis.

• Fund Raising: Secured $416,000 cash gift to establish an endowed chair position in sustainable agriculture and 200 acres of prime land, valued at $6-7 million to establish a Center for Sustainable Agriculture, in addition to several small gifts.

Duties and Responsibilities:

• Responsible for overseeing university-wide graduate programs and improving quality of graduate education and research at Alabama A&M University.

• Plays leadership role in policy development for graduate education, reviewing new programs, and fostering interdisciplinary programs in collaboration with graduate faculty and graduate council.

• Works closely with the academic departments and coordinates all aspects of graduate education and research including: admissions, programs of study, comprehensive examinations, thesis/dissertation research quality control, implementing assistantships, scholarships, and fellowship programs, appointment of graduate faculty, and curricula development and scheduling of graduate courses.

Key Accomplishments:

• Developed new graduate programs; a Ph.D. program in Reading was initiated and obtained Sloan Foundation grant to develop a new Professional Masters program in Applied Statistics; increased

Ed. S. program specializations from 4 to 14. Eliminated non-viable graduate programs and initiated internal discussions for new graduate programs in engineering.

• Enhanced graduate admission requirements to improve the quality of students. Increased Ph.D. student enrollment by 30% and international student enrollment by 20%.

• Introduced an on-line admissions and data management process. Developed a robust website for Graduate School. Streamlined the policies and procedures governing the Graduate School.

• Improved the quality of life for graduate students; instituted a competitive graduate assistantship program, established the Graduate Student Council, International Graduate Student Association, and a graduate honor society.

• Increased visibility of Graduate School by taking an active role in state, regional, and national level Councils of Graduate Schools. Obtained successful reviews from several national level accrediting bodies including NCATE and SACS.

Duties and Responsibilities:

• Responsible for teaching, research, and public service in the department of Natural Resources and Environmental Sciences.

• Played several leadership roles; during 1998-2001, was elected three times consecutively as the President of the University’s Faculty Senate and in that role, represented faculty on various university-wide governance committees including the University’s Board of Trustees.

 

Key Accomplishments:

• Developed a new teaching and research program in Sustainable Agriculture. Published several scholarly articles and made presentations at national and international conferences. Also, published a lab manual for an undergraduate course, Introduction to Plant Science.

• Established the only long-term field experiment (1996-current) in the SE USA to study the Effects of Poultry Litter Application to Soils in Different Tillage/Cover-crop Environments on Cotton Production. Obtained $3 million grants as the Principal Investigator since 1992 to support this program; total $16 million.

• Helped move conservation tillage adoption in the Tennessee Valley region from 15% to 80%. Developed a new cropping scheme for the region that alleviates P pollution problem, when poultry litter is continuously applied to croplands.

• Strengthened minority graduate education in agricultural sciences through collaborative arrangements with the USDA/ARS scientists; served on 22 M.S. and Ph.D. students’ theses and dissertation committees and as advisor to several undergraduate students majoring in Crop Science and Environmental Science.

• Strengthened shared governance of the University by establishinga new framework for faculty participation in the University administration. Instrumental in creating an ex-officio Board-seat for the Faculty Senate President in 2000 and became the first faculty representative to the university’s Board of Trustees. 

• As Faculty Senate President, played a key role in retaining agricultural programs (crop science and soil science) that were scheduled for closure under a reorganization plan of the University’s central administration. Importantly, as Faculty Senate president, secured a better faculty/staff compensation plan which raised A&M salaries to the comparable Southern Region Education Board averages.

Duties and Responsibilities:

Served as the senior agronomist on two different institution-building projects funded by the USAID and led by Purdue University in Niger during 1984-1992. I also played other roles on the project including the Assistant Team Leader, Project Coordinator, and the Chair of the Production Systems Research Working Group. I was responsible for training Nigerien agronomists and leading agronomic research on pearl millet, cowpea, sorghum, and peanuts and equipping the agricultural research stations with necessary infrastructure for agronomic research. As an Assistant Team Leader, I was responsible for administering the Project and leading the multi-institutional team (Purdue University, University of Nebraska, Alabama A&M University, and Winrock International), in institution building efforts including financial management along with the Team Leader.

Key Accomplishments:

• Conducted the pioneering research on millet/cowpea inter-crop systems that led to the widely known publication, Alternative Production Strategies for Rainfed Millet and Cowpea Production in Niger. This was authored by me and published by Purdue University Press.

• Led one of the rare success stories of institutionalizing, Systems Approach to Agricultural Research in Africa. This farming systems model was included in the Selected Bibliography of Readings in Farming Systems by Bureau of Science and Technology.

• Extended the research results to farmers in Niger and other regions of West Africa. Edited a book titled Experimentation Manual and produced a documentary film on Decision Trees for Millet/Cowpea Production to support this effort. The decision-tree(s) concept was also published as a Book-chapter in, “Beyond Farmer First-Rural People’s Knowledge, Agricultural Research and Extension Practice.”

• The impact assessment study by Mazzacato and Ly (USAID, 1993) showed that the TN-5-78 cowpea and associated intercropping practices were having a substantial impact on production and the well being of Nigerien farmers. It is important to note that, in theSahel, few new technologies ever get adopted!

Duties and Accomplishments:

Responsibilities included serving as an agronomist on a multidisciplinary farming systems research group studying the Wheat Grazing Methods in North Florida. Participated in developing questionnaires and surveying farmers on current grazing practices and constraints in north Florida and assisted the senior agronomist in conducting on station and on-farm trials related to forage grazing techniques. Presented results in the American Society of Agronomy meetings.

Duties and Accomplishments:

Assisted the senior agronomist in developing better cropping systems practices for dryland agriculture in India. Conducted research trials to determine the effects of intercropping on crop growth and yield and published a report. Also, published the first International Bibliography on Crop Associations.

Duties and Accomplishments:

Worked on the family farm growing rice and raising cattle. Understood the concept of maximizing the output by efficient allocation of resources. Introduced dwarf rice varieties and multiple cropping practices on the farm. Helped install a well-irrigation system.
