Termination Procedures (6.37)


PURPOSE

The purpose of this policy is to expedite the University's termination procedure in a manner that is consistent with established policies and procedures.

POLICY

It shall be the policy of Tennessee State University that recommendations to terminate non-faculty employees shall be initially approved by the Director of Personnel. Upon approval by the Director of Personnel and the appropriate Vice President, all relevant documentation shall be forwarded to the President for approval.

PROCEDURE

Whenever it becomes necessary to recommend termination of a non-faculty employee the initiating Dean, Director or Department Head shall submit to the Director of Personnel the following:

1. Documented justification, including performance evaluations (if applicable), copies of disciplinary notices and a cover memo outlining the basis for the recommendation.

2. A Personnel Action Request Form (P.A.R.) indicating an appropriate effective date.
The Director of Personnel will review the recommendation and all relevant documentation, and as necessary, consult with the initiator to obtain clarification or additional information.

Upon approval of the recommendation, the Director of Personnel will attach his/her signature to the P.A.R. and forward all documents to the appropriate Vice President for approval. Upon approval by the Vice President, all documents will be forwarded to the President for approval. The documents shall include the following:

1. Copies of all documentation submitted to the Director of Personnel.
2. A P.A.R. which includes the approval signatures of the Director of Personnel and the appropriate Vice President.
3. An original letter to the affected employee for the President's signature.

The President's approval of the recommendation shall be indicated by his signature on the P.A.R. and on the letter to the affected employee.

All documentation shall then be returned to the Director of Personnel who then consummates the process by forwarding the termination letter to the employee and a copy of the approved P.A.R. to the initiating Dean, Director or Department Head.
