HOPE VI - John Henry Hale Evaluation Study

Evaluation Introduction

IThe HOPE VI John Henry Hale Revitalization Project Evaluation is an integral component of the entire project focusing on the overall quality of life changes of the John Henry Hale residents due to the revitalization efforts. The purpose of this Evaluation Plan is to clearly delineate an evaluation design with clear questions, achievable goals and objectives, data collection, analysis, and reporting. The evaluation process will strive to strengthen the HOPE VI revitalization and service delivery plan by analyzing available information regarding the impacts of HOPE VI on residents’ lives and their surrounding community.

Evaluation Objectives

Overall Objective: To objectively assess the impacts of the HOPE VI grant for the revitalization of the John Henry Hale Homes on the lives of the John Henry Hale residents and their surrounding community.

 Specific Objectives: (1) To what extent John Henry Hale residents are able to achieve targeted improvements in the quality of their lives; (2) To what extent the Community Support Services (CSS) programs are able to motivate and support the residents in accessing variety of support services from service providers in achieving targeted outcomes; (3)The nature and extent of economic development generated in the community, e.g. new businesses; (4) Overall economic impact created by the revitalization effort on the surrounding community; (5) MDHA’s success at integrating physical and social aspects of the HOPE VI effort.
