Tennessee Commission on Children and Youth (TCCY)

Evaluation of Disproportionate Minority Confinement (DMC) in Tennessee’s Juvenile Justice System

This study is sponsored by the Tennessee Commission on Children and Youth, pursuant to a federal mandate, to determine if and to what extent minority youth are disproportionately confined in the juvenile justice system in Tennessee and if so, where and why. The scope of this project includes seven Tennessee Counties: Shelby, Madison, Davidson, Hamilton, Blount, Knox, and Washington. The project will collect and analyze data, utilizing both quantitative and qualitative methodology to:

  • Identify factors that are responsible for this disproportionate minority confinement if it exists;
  • Identify factors that do or may mitigate minority youth being committed to secure confinement; and
  • Development of policy recommendations designed to alleviate disproportionate minority confinement in the juvenile justice system in Tennessee to the extent and where it exists.
