The Otis L. Floyd-Joseph A. Payne Campus Center was completed in 1992. It is named in honor of two men who contributed in various ways to the University's increased recognition. The late Otis L. Floyd served as the fifth president of Tennessee State University, from 1986 until 1990, when he was appointed chancellor of the Tennessee Board of Regents.

 

The late Joseph A. Payne was the University's Dean of Students from 1958 until 1972, when he was named vice president for student affairs. In 1975, he returned to the classroom as a professor of education and devoted himself to full-time research and study.
