TITLE:  Director, Educational Technology Services Center

REPORTING SUPERVISOR:Vice President of Information Services

 WORK SCHEDULE:   8:00am – 4:30pm, Monday – Friday.  May require irregular work hours as necessary

 JOB OBJECTIVES: 

 The purpose of this position is to plan, organize, direct, and evaluate the administrative, educational, instructional, and technical activities and services of the Educational Technology Services unit, which includes all distance learning services (ITV services, telecourse services, on-line classes), all educational technology services, all media collection services, all a-v and smart classroom services, all Performing Arts Center technical services, all off-site ITV services, multimedia production services, ITFS/EBS broadcast services, radio station services, cable television and message channel services, Master Control Room services, course management services and instructional training services. This position also includes responsibility for budgeting, staffing, evaluating personnel, and developing and implementing short- and long-range goals for all these diverse components included in the Educational Technology Services unit.

ESSENTIAL JOB FUNCTIONS:

40%     Plan, organize, direct, and evaluate the administrative, educational, instructional, and technical activities and services of the Educational Technology Services unit, which includes all distance learning services (ITV services, telecourse services, on-line classes, all educational technology services, all media collection services, all a-v and smart classroom services, all Performing Arts Center technical services, all off-site ITV services, multimedia production services, ITFS/ EBS broadcast services, radio station services, cable television and message channel services, Master Control Room services, ,course management services and instructional training services. This also includes responsibility for budgeting, staffing, evaluating personnel, and developing and implementing short- and long-range goals for all these diverse components included in the Educational Technology Services unit.

20%     Develop long-range program goals and plans for the college-wide distance learning program, including ITV courses, online courses, telecourses, hybrid courses, faculty orientation, development of satellite campus distance learning facilities, and training and professional development. Cultivate, identify, and solicit new distance learning proposals and provide support to college-wide networks and collaborative groups which interface directly with the distance learning program

20%     Provide support for innovative projects which facilitate learning that utilizes technology.  Develop strategies and expected outcomes for instructional development projects which utilize technology, including new course development, online course revisions and development, and classroom research projects that utilize technology. Develop plans for training in course development, course delivery, and course evaluation. Provide technical support for innovative projects which utilize multimedia and media technologies.

20%     Provide human and material resources, administrative services, and support systems for college-wide standing committees, task forces, and ad hoc groups, including linkages with outside consultants and agencies, specifically Tennessee Board of Regents standing committees. Direct the work of the East Tennessee Telecourse Consortium and serve as a liaison to public broadcasting stations.

JOB STANDARDS/EXPERIENCE/EXPERTISE:

A.        Masters degree in educational administration, educational supervision, educational leadership, educational policy and planning, or related area.  Doctoral degree preferred.

B.        Five years of progressive experience in curriculum and instructional design and professional development integration

C.         Five years of experience in an educational leadership supervisory role.

D.        Demonstrated experience and skills in curriculum and instructional design.

E.         Demonstrated experience and skills in staff/professional development strategies.

F.         Strong leadership and employee development skills, including mentoring, coaching, and problem solving.

G.        Excellent communication skills, including verbal and written skills, and ability to interface with people from diverse educational settings.

H.        Ability to manage projects through conceptualizing and organizing goals and objectives and evaluating progress toward completion of these goals.

I.          Working knowledge of research design, program evaluation models, online evaluation models, and instructional improvement strategies.

J.          Working knowledge of distance learning and teleproduction delivery systems.

K.        Working knowledge of online course management systems.

CRITICAL SKILLS:

1.  Ability to communicate effectively with faculty and staff and maintain effective interpersonal relationships with others in a cooperative working environment. 

2.  Work effectively with faculty and staff in designing and implementing alternative instructional strategies and instructional delivery systems. 

3.  Experience in curriculum and instructional design and staff development. 

4.  Working knowledge of telecommunication and distance learning systems and online course management systems as alternative instructional delivery choices. 

5.  Past experience in an educational setting. 

JOB LOCATION:

Educational Technology Services Center located on the Parkway campus, with systematic visits to the Blount County Center, the Magnolia Avenue campus, and the Division Campus.

 

EQUIPMENT:

Standard audio and video equipment used in instructional settings, standard multimedia equipment, and standard office equipment.  Basic understanding of distance learning systems, including videoconferencing.
